Development doesn’t stop on its own — developer left in the emulsion keeps working and can overdevelop highlights. A stop bath (usually weak acetic or citric acid) rapidly neutralizes the alkaline developer, freezing the tonal state at the intended point. This gives more consistent contrast and protects the fixer from being exhausted by carried-over developer. Water can be used as a stop in a pinch, but acid stops are faster and more reliable.
