Developers oxidize when exposed to air (and also as they reduce silver halide). Oxidation turns active developing agents into inactive byproducts, causing weaker activity, color changes (browning), and sometimes sludge. Preservatives slow this down by scavenging oxygen and keeping the developing agents in their reduced, active form.
